Senior Open Winter Competition 2025
Spirit of the Game
We promote Fun and Fair Play above all. Respect for the game, opponents, referees, and all participants is essential to maintaining the spirit of basketball.
All participants are expected to uphold the DBA Code of Conduct, which applies to players, coaches, referees, parents, and spectators.
Junior Players - We understand that the winter competition is an open senior grade. Since some junior players are included in senior teams, we expect all players to approach these games with a mentoring mindset. There is to be no rough or aggressive behaviour directed
toward junior players. Referees will be monitoring closely and will address any inappropriate conduct by senior players towards their junior teammates or opponents.
Game Format & Timing
● All games are centrally timed and will begin as per the fixture schedule.
● Games are played on Friday nights between 5:30pm and 9.45pm.
● Games consist of 2 x 20-minute halves with a 3-minute half-time break and a 5-minute pre-game period.
● Two (2) one-minute timeouts are permitted per half. The clock continues to run during timeouts.
● No timeouts permitted in the last 3 minutes of the second half.
● Overtime is not permitted during regular season rounds and is only allowed in finals.
● There is to be a maximum of ten players per team on the bench
(five playing and five substitutes).
● A minimum of four players are required to start the game.
● No additional players may be added to the score sheet after the
commencement of the second half.
Mercy Rule
The Mercy rule applies when a game margin is greater than 20 points in difference at any
stage of the game. The team with the 20+ point lead MUST move back behind the half court
line until the ball enters the front court after a basket has been scored.
Scoring:
Each team is required to supply one scorer per game. Referees will be provided by DBA.
Late Arrivals & Forfeits
● Teams must be ready to play at the scheduled time.
● A 2-point penalty per minute late (up to a maximum of 10 points) will apply.
● Penalties are applied before the second half begins.
● If a team cannot field a minimum of 4 players, it is a forfeit. After halftime, referees may also declare a forfeit.
● Forfeited games are recorded as a 20–0 result.
● All forfeits must be advised by 12:00 PM on game day (Friday). Please notify DBA by calling 0438 934 872 or emailing dampierbasketball@gmail.com
Equipment & Uniform Requirements
● All players must be in matching uniforms by Week 4.
● Uniforms must include clearly visible individual numbers on the front and back (0–99).
● No shorts with pockets allowed.
● Suitable footwear is required.
In case of a uniform clash, the second-listed team on the score sheet will wear DBA-supplied bibs.
● Women may wear tights or cycling shorts of respectable thigh length.
● Jewellery must be removed. If it cannot be removed, it must be securely taped.
● Fingernails must be trimmed or taped. Gloves are permitted if approved by referees.
● Mouthguards are mandatory for all players under the age of 18 years old.
Registration & Fixtures
● Teams must complete the official DBA online registration form.
● Fixtures will be published on the Play HQ and My Hoops portal pages.
Player Eligibility
● All players must be registered and financial with DBA before participating.
● Players must play at least 4 regular season games to qualify for finals.
Competition Points
Win: 3 points, Draw: 2 points, Loss: 1 point, Receiving Forfeit 3 points,
Giving Forfeit: 0 points, Washout 2 points

Men’s Finals:
Top six (6) teams progress to finals.
Final Week 1 - Qualifying Finals:
3rd place vs 6th place (Qualifying Final A)
4th place vs 5th place (Qualifying Final B)
Final Week 2 - Preliminary Finals:
2nd place vs winner of Qualifying Final A
1st place vs winner of Qualifying Final B
Final Week 3 - Grand Final:

Women Finals
Top four (4) teams progress to finals.

Finals Game Format:
● Games follow the regular format (2x20 min halves, 3-min half-time).
● No timeouts in the final 3 minutes of the second half.
● In the Grand Final only, the final 3 minutes second half, are fully timed.
● Overtime: 5-minute running clock. One timeout per team is allowed per overtime period.
FIBA Rule Modifications - The competition adheres to the official FIBA rules as endorsed by Basketball Australia, with variations approved by the DBA Executive Committee.
Fouls & Violations
All participants are bound by the DBA Code of Conduct and the Zero Tolerance Policy.
The first point of contact for reporting any incidents is the DBA Referee Manager, Simi Cagilaba.
Disciplinary Thresholds:
Players Behaviour:
● 2 Technical or 2 Unsportsmanlike Fouls in a game = automatic ejection from the
Stadium.
● Combination of 1 Technical + 1 Unsportsmanlike in a game = automatic ejection
from the Stadium.
● Players who are ejected from a game will receive an automatic one-match
suspension for their next scheduled fixture.
● 2nd Offence ejection from the Stadium – 3 game suspension for their next scheduled
fixture.
● 3rd Offence ejection from the Stadium – 5 game suspension for their next scheduled fixture.
Coach Behaviour:
● 1st Offence: Suspended 1 week
● 2nd Offence: Suspended 2 weeks
● 3rd Offence: Suspended for season
Spectator Behaviour:
● 1st - Warning issued by the DBA Referee Manager or DBA Executive Committee
● 2nd - (same night): ejected from the Stadium
● 3rd - Season ejected from the Stadium and season ban from Friday night games
All disciplinary decisions are determined by the DBA Executive Committee
